    General Position Summary

    Last Mile Health’s Health Investment & Policy (HIP) team is a multi-disciplinary team that supports LMH’s mission to save lives in the world’s most remote communities. The HIP team works across LMH’s Liberia and global practices to (1) provide health systems technical advisory on community health programs, (2) mobilize resources to build and sustain community health systems, (3) engage in global policy and advocacy, and (4) provide strategic guidance to the organization on growth and expansion.


    We are looking for a dynamic individual with a strong history of performance, capable of delivering research assessments, briefings, and strategic guidance while balancing multiple projects. The Program Officer, Health Investment & Policy (HIP), will be responsible for supporting several current and upcoming workstreams, including:

    • Support a multi-country initiative aimed at understanding how community health programs advocate for and execute policy changes
    • Conduct literature reviews of high quality community health programs, supporting research and scientific evidence of community health programming and strategically packaging learning into accessible tools for policymakers and key influencers
    • Support a team that is developing case studies of successful community health programs across the world
    • Backstop Liberia-based work streams and projects related to advocacy
    • Support Last Mile Health’s global advocacy efforts, including strategy development and planning related to key events
    • Provide programmatic and logistical support related to the scoping of new initiatives and geographies for the organization
    • Support internal team systems building and coordination including knowledge management, partnership building and business development

    Essential Job Functions

    Research, Analysis and Project Implementation

    • In consultation with relevant internal and external stakeholders, provide day-to-day execution capacity for the project and knowledge management of case study and related materials being developed
    • Conduct and synthesize research in a thorough and timely manner and adapt research plans as needed
    • Conduct rigorous qualitative and quantitative analysis
    • Communicate perspectives and ideas in clear, concise, and compelling way
    • Undertake complex knowledge synthesis and management related to the design and evaluation of community health programs, e.g. literature reviews, evidence packaging, and advocacy work streams

    Project Logistics, Stakeholder Consultation, and Team Collaboration

    • Generate and manage documentation of HIP team workstreams, support team and partnerships management, cross-team collaboration and support of Liberia-based counterpart personnel, and lead internal systems strengthening initiatives
    • Manage scheduling and planning of meetings, including outreach and follow up to individuals across multiple time zones
    • Develop, compile, organize, and distribute relevant background materials, agendas, and other pre-meeting logistics with partners and other stakeholders 
    • Coordinate and prepare graphics, tables, word documents and PowerPoint presentations in support of team needs.
    • Participate in and facilitate inclusive discussions with colleagues and partners; facilitate consensus building among various different stakeholders 
    • Collaborate with team members and partners by receiving and providing feedback, coaching and mentorship; troubleshoot with team and partners how to design better and more effective systems

    New Workstream Support

    • Support Last Mile Health in relation to new initiatives and work streams as needed
    • Support HIP team in scoping opportunities, developing strategic guidance, and building readiness for additional workstreams


    • A Bachelor’s degree in public policy, decision science, data science, public administration, public policy, health economics, public health, engineering, or related subject is an advantage
    • Relevant graduate-level training is a plus but not required.
    • Minimum of 5 years work experience in management consulting, public policy, public sector financing, or public health, preferably in partnership with government counterparts or other policymakers, donors, and multi-lateral institutions; or minimum of 3 years with graduate degree
    • Management consulting experience, particularly in an advisory role to philanthropic, government, or social sector clients, or equivalent experience in health financing and governance, especially developing research or other communications materials for policymakers
    • Project and people management experience in complex environments, and ability to prioritize to meet tight timelines
    • Experience working with governments as a technical expert or technical assistant in resource limited settings
    • Direct experience working on policy advocacy for public health policies in low-income countries desired
    • Ability to multitask and bring robust time-management skills in a fast-paced environment
    • Intermediate or advanced experience with major office applications and strong proficiency with a pipeline of research and data management and analysis tools
    • Availability for international travel with limited support to resource limited settings
    • Experience and knowledge related to the evaluation of technical and design aspects of health financing and governance in community health. For example, being able to synthesize academic and other literature regarding the cost-effectiveness of community health programs.
    • Ability to diplomatically navigate complex stakeholder dynamics, proactively problem solve to negotiate, and achieve results and consensus with multiple influencers
    • Fluent in English and excellent verbal, and written communication skill. Fluency in French encouraged but not required
    • Strong communication and inter-personal skills; ability to interface with diverse stakeholders in a range of multi-disciplinary settings
    • Demonstrable intellectual curiosity related to Health Investment & Policy, generosity of spirit, entrepreneurial mindset, and mission-driven with a commitment to health and social justice
